Is it just me, I see in the combat training video on shepard's private terminal, mouselook working while issuing orders. Yet when I hit the command bar I can't look, my cursor is stuck where I freeze/pause the game, making it impossible to really use effectively.

Trust me, most of the names I have been called you can't translate in any language...they're not even real words as much as a succession of violent images.
You need to hold the right mouse button down to target.

Makes perfect sense, I always remap right-mouse to forward.
