Sorry if this is old news, but I didn't find it with a quick search.
I'm playing MOTB for the first time. So far so good. But I'm ready to fight Okku outside the gates of Mulsantir, I think. I've got Gann and Kaelyn with me, I've talked to KtD's siblings and claimed the elk hat. But when I go outside the city gate, nothing happens. In fact, Shelvedar Nuum is still hanging out there with his broken carriage.
Did I miss a trigger event? Is there a way to advance this with the console? It sure would suck to have to start over at this point.

MOTB: Can't start fight at Mulsantir Gate
Well, I spoke to the witches, and they told me about Okku. Then I wandered around town getting companions, as the walkthrough says to do I don't THINK you're supposed to go straight from the witches to the fight, or you couldn't do the "quest" with Kaelyn's siblings.
I tried speaking to the witches again up in their temple area, but nothing triggered.
Is there anything I can do with the console?

..it sounds like an error then.
Hopefully someone else can help you with the console commands.
The usually remedy to problems like this is go back to an earlier save game. (..and you might note one of the captions that appears in the load screen: "save early, save often".)
BTW, you aren't that deep into the game yet (..less than 15%).

Heh. Well, I HAD about four save games going... but I kept running into very strange bugs with the fight in the Ice Troll berserker fight. I had an infinite duration Blade Barrier going. And, in fact, it comes back if I go back into that building.
So, I had to do that fight about 4 times, and that took up my stash of backup saves as I kept assuming that it had to work THIS time. Grr.

As far as leveling companions, it's not such a bad thing to do this over.
Basically you want *all* of your companions as quickly as possible without gaining much XP. In other word *minimize* your XP fighting until you have all of your companions.
ORDER:
Theater (chp. 1)
Pick-up Gann
Wait til dark near the shadow gate closest to the prison where Gann is.
Go through the shadow gate, and kill creatures that imedatly attack you.
Command companions to "hold there ground", then Hide/Run to the Death God's Vault.
Pick up Kaylen
Kill things immediately outside the vault i.e. 2 Nightcrawlers and a spider or two.
Command companions to "hold their ground", then Hide/Run to same shadow gate.
Go fight Okku.
Use same method to return to Death Gods Vault and clear-out 1st level of the Vault.
THEN do the other stuff (start by talking to witches again), including the "lodge". Generally don't do the 2nd level of the Vault until much latter (start chp. 3).
Well, I just went back to my earliest save game still in existence, which is right when I picked up Kaelyn. Went back to non-shadow Mulsantir, talked to her siblings, and got the same "bug": when I go outside the gates, the merchant is still sitting there and there's no fight.
Am I not supposed to exit the gate? Is there some other way to trigger?
That merchant was supposed to be in the Sloop anyway, I think, and he never was. So maybe that's where the bug starts?
Anyone? It seems like this should be fixable with the console, but I sure don't know how.

Found the answer in another forum:
Save your game while you're still in Mulsantir. Quit to the desktop. In the savedgame folder, find a file called globals.xml. Open this in notepad or an xml editor if you have one.
There should be an integer variable there called 00_nStoryStep. It should have a value of 2.
