Go to your favorite modsite, Dragon Age Nexus is mine, but I think the bioware social site has allot of mods aswell. You search for the mod you want, then click it, then click the files tab next to the description tab, then you click the files name, and you are taken to a download window quite simple.

If you want to know how to install I will try and explain how.
For Dragon Age Origins:
Step One: You want to run the program called daupdater(should be in the bin_ship folder in your dragon age folder),
Step Two: After you have run it you press select DAZIPs, then you chose the mod you downloaded, then you select it, then press install selected.
Step Three: Then you launch the game and press downloadable content then go to installed content and then click the little box next to the mods name, and the mod should work when you start the game.
Some mobs may require you to put some stuff in the override folder and such, but they will usually explain how in that mods description.

For Dragon Age 2 it is a little more complex, mostly because you can only run a few mods at a time, since it require editing of some game files, so if you have a mod that changes some spells and one that changes some others they will usually not work together. But it is pretty simple to install them.
Step One: Go to your Dragon Age 2 Override folder(located C:\Users\*your name*\Documents\BioWare\Dragon Age 2\packages\core\override on Windows 7, don't know about vista or xp)
Step Two: Copy the gda file you downloaded in to the override folder.
And now the mod should work when you next play the game.
