Looking for a race my friend mentioned?

I can't recall the name of the race, but he mentioned it was basically like a human turned into written script. The way he described this race was that it boosts his caster level by one automatically, and we're somewhat suspicious of this race and want to double check what he said about it. Can anyone name it, and possibly where to find it?

Illumians, Race of Destiny, p. 51. They can boost their casting levels by one and even two, yes, but it depends on your choices.
