Just found a Ring of Wizardy...funny thing is, the ring has my character's name on it? It says "Originally commissioned by spellcaster [Charname]", though I am certain I haven't commissioned a ring like that from, well, anybody. What the hell is this?

That is one of the possible rewards from the wizard stronghold quests, if you didn't already know. That should explain why it has your name on it.
As for why one of the Harpers was wearing it....call it developer laziness, if you will.
They probably forgot to create another version without <charname> in it and just left it "as is".

Ahhh, I see. Yes, that explains it. I am a dual-class Kensai/Mage, and I chose the fighter stronghold, you see, so I didn't know that...guess they forgot to change this second ring, as you said. Wierd that this wasn't fixed by the G3 Fixpack. Anyways, thanks for clearing that up for me.
