no new spells when my wild mage levels up

My mage is currentaly in watchers keep and went from level 20 to 21 but didn't receive any new spells only a choice of another high-level ability. The back of TOB manual mentiuons that wizards (which is the chart I am assuming I use) says from level 20 to 21 you should get a new level six as well as a level seven spells. I imagine I could always
change it with shadowkeeper but I want to try to figure if this a problem/bug or a misprint of the manual. Has any one else had these problems?

Manual is wrong; no spells from level 20 to 21. You'll see a few more level-ups with no spells as well.
