It allows you to cheat in many different ways during the game (like adding magic items and spells to your characters).

In order to use these codes, you must first edit the Baldur.ini file located in your BG2 directory. Under the Program options heading add the line "Debug Mode=1" (without the quotes). You will then be able to open the console during the game, which will allow you to enter the cheat codes. To open the console while playing, press CTRL+SPACE.

The only effect adding the line to your Baldur.ini file has is to enable you to use the console. As stated in the Power Users.txt file in your BGII directory:

Debug Mode:

Debug Mode is used primarily to provide us with additional
information regarding the game world while the game is playing.

It is found under the [Program Options]:

Debug Mode=1

In addition to providing us with debug information, it has some
other interesting powers.... :)
There's nothing a little poison couldn't cure...

What happened here was the gradual habituation of the people, ... to receiving decisions deliberated in secret; to believing that the situation was so complicated that the government had to act on information which the people could not understand, or so dangerous that, even if he people could understand it, it could not be released because of national security.
