Another Thieves question

Im attempting to complete the Dwemer Artifacts quest for the Thieves guild. The Khajiit and the Redguard shop owner refues to speak of them even at 100 reaction, ( after some well spent gold). Ive managed to unlock the chest while invisible, however even if I re-inviz I cannot loot the chest w/out being caught. Is this best solved through a personality increase for a better bribe / persuassion or is a use of force needed? Also...what are the potions called that increase stats? Ive only run across restoration potions and such.

On an off note, if you pay your bounty do items stored out of the town's borders get confiscated as well as the "hot" items on your person?

I've found items that are taken from containers are taken from you but not items you get as loot from killing people.
In fact, if u're bounty gets REAL high like mine was at 4040 and you talk to the guy at the thieves guild who can remove it he says it'll cost you 1/2 the bounty price but all that'll happen is all u're $$$ will be taken off you and u're bounty will be returned to 0. I only had a little over 300 gold at the time and it said 2020 gold was removed from my purse but I didn't have it

Guess you best be runnin' away

I fiddled around with those two idiots in that room for a while, and finally decided to just take the 3 artifacts. Snuck up to the chest, unlocked it, then just grabbed the stuff and ran out the door. They didn't even have time to land a hit on me, and the price for clearing my bounty at the thieve's guild was piddly.

The only problem with pissing people off and then running out a door is that I have noticed that they stay angry at you. I've tried to do a few things and clear out the tomb and mine area and came back and they were still aggro towards me. If you do that try to get everything you can outta there and don't plan to ever come back :p
