You have to taunt them into attacking you, its an option in persuasion, theyll attack you when you have succesfully taunted them enough times (i think its 5) and theyll saY "Thats it! Ive had enough!" (or something to that effect) and your only option will be goodbye, then theyll start wailin on you, hope that helps

if your persuasion skill isn't good enough to do 5 taunts then I think you can kill them and then go back to the person who gave you the quest to have the bounty on your head removed. The problem is, you have to do it so that you don't get spotted by any guards.
Yep, Ares is right. Chameleon or invisibility will make a walking trip much easier, or you can always just cast mark at the quest giver before doing the quest, then recall. Divine intervention will take you back to the fort, but may drop you next to a guard -- so save before trying that.
