Ive cleaned out the citadels.
I have the tools.
Dragoth Ur is still locked.

What's my malfunction?

Remember how you opened the door to the first Dwemer citadel near Balmora?

Look for a crank. I believe it is just right of the door to Dagoth Ur. You need to turn the crank and then run back. The outer shell around the door will rotate in a circle. Stand inside. The shell will rotate, leaving you inside the shell but able to open the door.
