You are intelligence was drained somehow(magical means) that is why it's in red. Buy some restore intelligence potions to return it back to normal.

Be sure that if you were diseased (rather than affected in an attack), the disease has been dealt with, first.

If restore intelligence potions do not work-try going to Ebonhart-go to the furthest part of town to the west-walk on the bridge towards the castle. Go straight into the chanbers but dont stop. Immediately in front of you, inside the chambers is another door. Go straight and through the door. You will be outside again-thats good. There is another door straight ahead and to your left. Go inside. Click on the shrine(table with the cloth hanging off of it) Donate however much money you need to and then an option should appear to restore all attributes. That should work.
“Caw, Caw!” The call of the wild calls you. Are you listening? Do you dare challenge their power? Do you dare invade? Nature will always triumph in the end.

Dropped Attributes

There is nothing more infuriating than being in the middle of a tomb or cavern and having your strength drained so that you can't go anywhere unless you dump all your gear. Mark and Recall are maybe the most important spells in the game! (OK maybe not the most important)

One of the first things I did was locate someone selling a restore attribute spell (any attribute - it doesn't matter) and buy the spell. Next, I went to someone who helps you make spells and made Restore Str and Int spells, then later Restore spells for the other attributes. Doing this saved me a lot of grief.
There's nothing a little poison couldn't cure...

What happened here was the gradual habituation of the people, ... to receiving decisions deliberated in secret; to believing that the situation was so complicated that the government had to act on information which the people could not understand, or so dangerous that, even if he people could understand it, it could not be released because of national security.
