need help with thieves guild

in the balomora thieves guild,sugar lips said for me to get a manor key from the commona tong,but i can't.i need help.its the second quest, if that helps.

Steal it from Nerano himself who is in the manor.

You can pick pocket the key from a guy in the council club at Balmora. Dont remember the name, but Sugar Lips tells you who it is. Or you can go to the Nerano Manor-which is near the Hlaalu Council House area-its a labelled manor in town.

is there someone i can ask for a quest to do it though?cuz i cant pick ocket from the guy in the councel club.others always see me.

Alternatively, try knocking Nerano out (not killing him) and then taking the key.

What i did was go and see the Chamption at the Moonmoth fort just down the road from Balmora, he asks you to kill everyone in the pub where the 2nd guy with the ket is. Do that, get a nice ring for the massacre and you get the key as well.
