This may have been addressed before, but I'll ask it again. Some characters (drow, svirfneblin, aasimar, tiefling, dreuger) have an ECL one, two or three levels higher than their character level. This is done in the interst of game balance.
How does this impact the XP cap and level limit? Can a drow still get 30 character levels or will they top out at 28 even if they have the XP to be 30th level?
Is this really an issue? I played through the first IWD (no expansions) with a party of 6 and didn't come near the XP cap.

I don't think it will be an issue even with a party of six. Still, I'm not certain yet how the ECL works. When acquiring experience, is there a %age reduction for said races or do they actually have to acquire more XP's to level up. If the latter, then yes, I'd think they'd be affected by the cap and would max out at perhaps level 27 or 28. An expansion is probably only eight months away so your aasimars and drows will eventually hit level 30.
Crush enemies, see them driven before you, and hear the lamentations of the women.
all characters star out at same lvl be they drow or human, however for a drow to get to lvl 2 he would have to get the same xp as a human character needs to get to lvl 4 and so on, I BELIEVE but not sure that the drow will still be able to get to lvl 30, no expension requred, he'll just need more xp.
