How does the Wood Elf power called Beast Tongue actually work? I can't find a detailed description anywhere. And does it work on humanoids? thx

Well I havent really used it that often, but I have used it against a guar, a scrib, and one of those scarab/beatles, and you basically select the ability and just cast it near the animal and they follow you where ever you go and fight on your side for a long time, until they die or the spell wheres off....And it does not work on humoids...

Beast Tongue does work

Yes, it does work. I do not use it that often either but it can definitely come in handy.

As Tybaltus said you select it in your spell column on the right hand side of the menu's that appear when you right-click. Then when you are in-game press "R" and left-click when you are near an animal.

They call it Beast Tongue for a reason, only animals can be 'charmed'. I believe the exact time is something like 600 seconds, a very long time. :)
