The Redorans just enabled me to build my stronghold.

What do I do with it? Are the things there mine and the people my supporters?

They don't say anything other than hello to me at the moment.

First, you have to have the stronghold if you wish to advance up to Councilman and Archmaster (or whatever the tittle is), it's requirement, not a possibility. Remember, there are tree stages in building the stronghold.
There are several minor duties in course, rather trivial. Yes, you'll get your personal guard here. No, you will not be able to give them any orders, the just are there and on most ocassions politely ask "What can i do for you, <your tittle here>". I'm even not sure if they'd rush to help you if you were attacked, say, by cliff racer, they're rather quite ceremonial :D Things in the uninhabited room (arrows, hammers etc.) and in storeroom are your's , altogether i've never tried in my men barack rooms, there just wasn't anything i'd wish. Save and try ;) I have noted on other occasions that you couldn't touch anything in sight (moreover pick any locks) in your new home even you are the highest in rank. Game usually pays little attention for your new tittle, it's shame. (Only faction i know about you may have some duties being on the top of it is Moraga Tong, and even there it comes after you've survived Dagoth'Ur :D )
