I have never finished Jaheira's Harper quest... it is supposed to end with the appearance of Elminster who tells her she did the right thing and all, but I never got that far.
After solving Xzar's quest, something is supposed to happen, right? Well, it doesn't (tried in 3 games), unless I go visit some bandits in the de'Arnise area and take an arrow meant for her. Then a Harper appears, Jaheira gets taken to Athkatla, returns and takes my PC, we thrash a man named Galvarey, but nothing happens! What is this? And aren't the quest and the romance supposed to be 2 seperate things?

I suggest you do a search and read some of the threads regarding the Jahiera romance. I know, I know...I can hear it already: "But I'm just doing the Harper quests, no the romance." Well, it's not that simple. The two are intertwined. Yes, you should still be able to do the Harper quests even if you're not doing the romance, but the threads on both will contain information that will be useful to you.
The short answer to your question is this: it looks like you have the common bug wherein you never get the bandit attack. The way to jumpstart this is to download Shadowkeeper if you don't already have it (http://www.mud-master.com/shadowkeeper/) and add the following line to the global variables: JAHEIRABANDITPLOT=1. Doing so should get the ball rolling again.
