This one is a bit tricky to get. Make sure you have the support of the other Redoran councilors (you've spoken to them about the topic, "Redoran Hortator" and they've agreed to support you) and go talk to Athryn Sarethi again about becoming the Hortator. He should say something about challenging Bolvyn Venim. Now, go talk to Venim about becoming the Hortator. He should then challenge you. Hope this helps!
There's nothing a little poison couldn't cure...

What happened here was the gradual habituation of the people, ... to receiving decisions deliberated in secret; to believing that the situation was so complicated that the government had to act on information which the people could not understand, or so dangerous that, even if he people could understand it, it could not be released because of national security.

I can't get Venim to challenge me either, and I've visited all the other councillors. This is annoying. I can't get him to challenge me at all, he just says he won't support me, and there's nothing about a challenge anywhere. I even went so far as to taunt him into attacking me at one point, which of course messed up the quest (luckily I saved a ways before then). I just don't know what else to do.

Are you sure you have gotten the support of all of the other coucelors and gone back and spoken to Athryn Sarethi as Sojourner said?

Hmm.

Don't forget to speak with the homeless councilor in the Redoran Council Hall. I can't remember her name at the moment, but you can ask around in the Council Hall for more detailed directions.
