Thieves quest @ Ald-Ruhn

The thieves guy in Ald-Ruhn wants me to plunder the Mages guild (first quest @ Ald-ruhn) and loot some Demon-Devil Tanto.
Can anybody tell me where it is? Because I have checked every chest that I was able to open (damn those 75+ locks). Is it in one of those 75+lock-chests?
I can't open those locks (yet?). Is that because of my low security skill (35)?

It took me a while to find this tanto. Yes, it's in one of the 75% locked chests. What you need is a scroll called something like Ekash Lock Splitter which can be used by anyone and opens locks up to 100%.

This scroll is often found amongst the loot of smugglers in their caves or failing that, you should be able to buy it somewhere magic scrolls are sold.

you can always try having an enchanter make you a ring with 100 open locks(or do yourself if you have the skill)

The Tanto's in the little chest on the top of the shelf. (Where the alchemist apparatus is too) In a niche off the main room.
I think it's 65 to open.
