You could go and see your local Imperial fort, where usually is an 'Evidence'-chest.
Or you could go back to where you lost the scroll and pick it up.
There's always the TES-CS.

It very much depends on what you mean by 'lost'.

If 'lost' means you were caught stealing something, the guards will strip you of everything that you didn't buy or find legally, and it will be found in the evidence chest in a local fort. How you get it back depends very much on your ingenuity. ;)

If you dropped it somewhere, it will stay there forever. Now, remembering where, that's the trick. :D
If you sold it, then return to the merchant and buy it back. Again remembering which merchant may be tricky.

I make it a practice of selling everything to a handful of specific merchants so that if I sell something by accident that I later need, I know where to find it. This is my 4th run at the game and I learned from my early mistakes.

You will need to know the exact name of the object and the console command to 'acquire' it.

The first time I got stripped by the guards I also 'lost' all my stuff because I didn't know guards take everything you stole.
