k a lttle stragey for beginners:

if say, ur at lvl 2 and ur having trouble killing 2 outlaws in say, a cavern

what u could do is enter the building, find the baddies, let them chase u to the door and start attacking on 1(or both).when ur health is really low exit the building, drink health potions to revive, then go back in an attack again

cheap health potions are pretty cheap if u buy em from a good market,and they revive a lvl 2 or 3 person pretty quickly.

if u need money, i suggest looting crates in the cities or empty rooms(make sure noones looking cuase if they spot u, ull be arrested and ull have to give back everything uve stolen AND pay a fine,or, ull hav to break rocks and degrade one of ur skills)
this is the strategy i used till i was lvl 11, then by that time, i had good money, a good weapon, lots of GOOD health potions AND magic to assist me, along wit weapon skills to improve on attacking)

its a little,(probably dumb to most experts)strategy i used, and u can use if u like,but dont get angry at me when u waste money on health potions that didnt last or u got cuaght tryng to steal from crates.

also you can use health spells, but do not rest, as enemies health also restore upon your rest

You can also play as a Nord, enchant an axe to do frost damage within 5 feet of the taget on strike, and kill both while beating on one. :D

My strategy: Snipe at them from a distance or beat on them with a weapon with absorb health on strike.
There's nothing a little poison couldn't cure...

What happened here was the gradual habituation of the people, ... to receiving decisions deliberated in secret; to believing that the situation was so complicated that the government had to act on information which the people could not understand, or so dangerous that, even if he people could understand it, it could not be released because of national security.
