Where do I find them? They're not on the ship owned by the nords, right? I found one Dwemer artifact there, but it wasn't one of the three Sugar Lips asked for.

Then another question: What's the deal with the strange "temple"-thingie a bit away from Hla Oad? Seems to be a breeding place for demons and the like. I spoke with some guy claiming to be the leader of the assassains league, or something. When I killed two attackers I took their organs. What happens when I kille them all?

Dwemer artifacts: You're looking for a khajit in Fatleg's Drop-off.

"Temple things": These are daedric ruins. The "demons" are daedra. Golden Saints and Dremora Lords usually drop good weapons and/or shields.
There's nothing a little poison couldn't cure...

What happened here was the gradual habituation of the people, ... to receiving decisions deliberated in secret; to believing that the situation was so complicated that the government had to act on information which the people could not understand, or so dangerous that, even if he people could understand it, it could not be released because of national security.

Don't you mean Ra'Zhid? I can't find anyone called khajit in Fatleg's drop-off. :-/

When I speak with Ra'Zhid he asks me "What Dwemer artifacts?".
Looking through the place doesn't seem to help either.
I tried killing him and found a key when I searched the body, so I guess he's got a place somewhere, but the key doesn't fit in any of the locked doors in town.

The artifacts are in a locked chest near where Ra Zhid's standing or in your case where he was standing.

Thank you, but that's strange. I looked through them all, I'm certain.
Is there no way to conciliate him into selling them, then? I would rather avoid lowering my reputation if that's possible.

Not that I know of...I used an amulet of shadows (80% chameleon) and the sneak skill. I got them out w/o getting caught, it took me 2 or 3 reloads but no reputation hit :D

:) Make sure you use chameleon and not invisibility. Chameleon lets you pick locks, cast spells etc without ending the spell. Invisibility ends as soon as you do anything.

Dwemer artifacts are hard to come by and rather expensive. One suspects that Ra'Zhid may be trying to set up a little black market work. Naturally he will deny having them.
There are 3 ways to go about this quest.
1. Steal the artifacts without his being aware as others have suggested.
2. Use the failure of attempting to steal them as a pretext to getting him to attack you so you can kill him and recover the items (no negative affect on rep nor bounty).
3. Use other artifacts that you may have scavanged from elsewhere; there's no particular 'name' attached to these.

telekenisis might work too...find an area where you can see the chest, but the npc can't see you...sneak, and pick the lock long distance and loot at pleasure..tk is almost better than chameleon for stealing stuff...it is to laugh...hahhahahha!!!!!!! I just enjoy the thought of lifting stuff without ever going near the treasure chest...me bad...

Ra'Zhid is a khajit.

Taunt him into attacking you first or use a Frenzy spell on him if your stealth/security skills aren't high enough to steal the artifacts from under his nose.

I've tried using the frenzy spell but it doesn't seem to work, do you have to lower their deposition towards you?
Like the neon soccer ball?

I thought it was easier to snatch the things from the ruin beside Moonmoth fortress instead. And I couldn't find anything called chameleont btw. Where can I buy that?

I didn't have much luck with the frenzy spell you buy, I usually have them make a stronger version at the mages guild.
Chameleon is an illusion spell, there's different strengths of them. The spells shadow and hide are both chameleon spells. Most mages guilds should sell them.

I'm not sure what 'btw' means, but Chaleleon is a spell that makes you invisible and able to cast spells, use your sword, open doors etc. With the Invisibility spell you are invisible but the moment you do something you become visible.

I'm not sure exactly where you can buy this spell, check Mages Guilds, Temples, etc.

Highlight for spoiler: There is an Amulet of Shadows that you can acquire from pair of con artists/thieves just east of Arkngthunch-Sturdumz under the bridge. This Dwarven ruin is in the very NW corner of the island (just west of the 'A' in Ald Velothi on the paper map). One of the 2 is using the amulet and so is very difficult to see; she will attack you if you recover the ring but you can kill both with no penalty. The amulet gives 80% chameleon for 60 seconds; with it you don't need the other 20%.

You can buy shadoweave at the sadrith mora mage's guild which has chamelon and sanctuary effects
