I know this is a bit of a newbie question, and I have done a search but I still don't understand.
How do I get my sneakiness up without training. I press sneak around people in the shops and stuff, I can see them, they are not looking directly at me but I have to keep my distance. The icon is on but nothing, nothing at all happens to my points it just doesnt happen. Please can somebody explain how to improve this. Please speak really slowly so I grasp the idea.
Not sure, but I bet it only goes up when you're successful at sneaking. If your skill is very low, chances are that'll not happen so soon.
One failsafe way of increasing your skill up to a point where you'll have a good chance of success is paying trainers.

First, while you're low try to get some fortify agility and chameleon, both help a lot, and chameleon even more than agility. Even if you're completely invisible because of chameleon, your sneaking anyway is going to be conunted.
Second, try sneak in dark places, the game takes it into account.
Third, i'm not completely sure, altogether i've got an impression that as nearer you are to object (NPC, undead, daeda) you're sneaking around as faster the skill is growing.
A small note: the hardest being to sneak by is Clanfear, it may notice you even if other daedras or NPC are just running into you withot noticing your presence.
Even better if you can stay in sneak mode (sneaking sign on the screen is active) when you are fighting with the object, i.e. if he cannot see you in spite of fact that you're just in front. It requires either high skill or high agility, however. They usually try to run in such situations, though, so you have to hit very often and block their way or follow close.

I haven't ever tried pick pocketing as I have never been able to get close enough. I haven't seen a chameleon scroll/spell yet will start looking.
Better seek an item. There are some random and at least two fixed. What's your level and skill in other disciplines? "Bloodbath" or, the other name, "bad people" quest (you may search the boards for it or post a question here if you want spoilers ) gives a ring with 20-30% Chameleon for 30 secs. There's also the Amulet of Shadows - 80% for 60 secs, although it's a long way from Balmora (the silt slider may be used for approx. a half of it, though) and may be perilous for a weak PC.

when ur in hallways and u have enemies around a corner or behind a rock wait for them to past the corner and notice u, (while in sneak mode of course) ur sneak skill should boost up a bit.
