There's nothing a little poison couldn't cure...
What happened here was the gradual habituation of the people, ... to receiving decisions deliberated in secret; to believing that the situation was so complicated that the government had to act on information which the people could not understand, or so dangerous that, even if he people could understand it, it could not be released because of national security.

Are you the one? You've given the oath by Zenithar - without a knife at your throat, i believe.

I think you are referring to the thief you meet along the road near Ald Ruhn who asks you to deliver a pile of weapons to an orc in one of the inns bac in Ald Ruhn. If you take to long an assassin/thief will come looking for you and attack. Not sure if you have to be a member of the thieves guild to get this side quest but I believe you do.

If at first you don't succeed, reload and try again.

Use the console to get them back. You'll have to find one with a script on them. I don't think you can deliver any old expensive shirt.
