I can't find where you get the magic license. Where and how do you get it?

I'm not sure if you mean the license used in the city of Athkatla...
But it should be found from the building of the Council of six (Government quarter)... Can't remember what his name was. But he stands quite near the door. The license costs 5000gp.

In the goverment district in the council building. Talk to the man a littlt to left who looks like a mage. Then ask about what branch he is. You can buy it for 5000.

Bah, too much money for a license...you'll hardly ever need to use spells to defeat the bums you fight on the city streets....but hey if you have 5000gp to spend....head to the gov't district...pay the guy standing to the right of Tolgaris.

5000 gp is chump change for you later in the game, and you'll want to cast some offensive spells for some of the later Athkatla encounters.
