Fortify Speed and Strength fall in the "Fortify Attribute" section.
One known location: Ald-Ruhn Temple, Lloros Serano, spell: Orc Strength

The "Fortify Skill" spell wasn't introduced in Morrowind but at least one NPC sells it in Tribunal. Someone here probably knows who since I can't remember right now and don't have the Construction Set at the moment.

Wasn't it possible to get the Fortify Skill by doing some quest for the Morag Tong (or what that assassin guild was called) ? .... I never got so far in my own games, but I belive I've read something about that somewhere.

You can get it in the original game by joining the Morag Tong and completeing the Threads of the Webspinner quests (finding all Sanguine Items) and you can get it in Solstheim from one of the Nord Mages in the Skaal Village, but you can only talk to him after you have progressed far enough throught the Bloodmoon Main Quest, you can also get the spell from one of the Imperial Cult's member's in Mournhold, just go to Mournhold, use Divine Intervention, go inside and you will find a woman with a green robe, and she will sell you the spell, even if you are not a member of the Imperial Cult etc.

You can get a Fortify Attribute Spell from the Bald man in the Imperial Shrine in Sadrith Mora in the Wolverine Hall, he will sell it to you no porblem.

Enjoy! :D

I might as well throw this in here since it aslo concers Fortify...

Has anyone ever found a Fortify Maximum Magicka? I know of the ordinary Fortify Magicka but that's not what I'm looking for. I mean the ones that fortifies your magicka with a multiplier times your Intelligence.

It might be that it would be a bit too overpowering with such spells in the game and therefor they were left out...

No, I haven't found the spells:

Fortify Maximum Magicka xINT
Sun Damage
Stunted Magicka
Cure Curse
Curse

I doubt they exist, in the sense of being bought.

Yes, well that is how it's supposed to work. Same goes with Fortify Attribute. If you know a spell that fortifies any of your attribute then you can go to a spellmaker and create a bunch of spells that fortify each and every of your attribute. Likewise, you can do the same with Fortify Skill.
