duke's quest

Duke Vedam Dren has asked me to do something about the Ordinators, and tells me to talk to the High Priest in the High Fane, Tholer Saryoni.

I do so, but all he says is: "I understand your concern, but in these desperate times we need them to control the people..."
or something like it...

What do I have to do? Wear an ordinator uniform? I know I can't kill him, since he's a storylineNPC, but I'm kinda stuck here now...

SPOILER: You must find a sixth house base near ebonhart and seyda neen in there if you look hard eneough you'll find what your looking for (its some item named after a saint, its in a chest on a ledge , you have to look for it) any way this base is on an island south of the middle of the road between these 2 towns.

yeah...
I found the cave, went in killed everything, went back to Tholer, ONLY THEN did he give me the quest, went back to the cave, killed everything (again!!), swept the cave, used up about 7 levitation potions to look near the ceilings...
and used the last one when I saw the chest in plain view where I killed the Ash Vampire...

I mean, What the hell is wrong with this game?
