I try and I try, but I can't find a way to attach dynamite to the metal pole (or the mining car), as the walkthrough advices.. it makes me mad, MAD I tell you!
The pole is on the car, and the text on the low left corner hints that with some dynamite, I'd be able to blow the rocks away to the next county.
If I put the dynamite to the "use" slots, the only thing I can do is to set the timer, but not to "use it" with something...
you might have to set the dynamite timer, but I dunno if it's necessary for the sequence, but do it anway. then, to attatch it to the metal pole, right click on the pole and select the backpack icon to use an inventory item on it. select the dynamite.
oh, and you might have to use the cart in order to push it forwards.
at least, that's how I remember doing it.

Set the timer on the dynamite but don't put in a weapon slot. You have to use the drop down menu (I think its the right click button on your mouse) to access the dynamite the same way you refuel the car with energy cells. Click on the pole and then right click the mouse and scroll down to the dynamite and select it. That should place the dynamite on the pole. Then push the cart and the sequence should start. To refuel the car you click on the door area and then use the same technique to select a fuel cell to load.

Nah!! You dont set the timer, just attach the pole to the cart, right click the pole choose inventory, scroll down to the dynamite and click it. It will automatically be attached and the just click on the cart and hey presto no rocks and the military base is open!!!
