No.

One of them is for good alignment only, the other isn't .. frostbrand is for anyone. However the +3thaco +2ar is for good alignment only.

my point was that someone going through the game without a guide or prior knowledge would most likely miss items like that.

I disagree.

With everyone I know in real life who has played BG, like me has had some strange affixation of going into every edge of a map, every map and every house, looking in every chest and speaking to everyone who isn't called "commoner" and with this amazing tactic I got the belm on my first go.

ahhhh, but you forget, belm isn't in a chest, it's in a haystack, which unless you have ToB installed means to find it you would have to hover the mouse over every haystack in there. how many first timers are going to do that?
