Name says it all
should be just spell info on sorcerors and mages

My question is does lightning bolt max at 10th?
Does flame arrow max?
Screamming!!!!!!!!!!!!

The spell descriptions can help you out. In general, if a spell increases damage/duration/etc with your level, you can find two kinds of descriptions:
1)The description of Fireball or Lightning Bolt state '1d6 damage per experience level up to a maximum of 10d6' (at level 10). So your fireball/lightning bolt spell will never get stronger than 10-60 damage, simple as that ;)
2)The description of Abi-Dalzim's Horrid Wilting states it does '1d8 damage per experience level'.
Nonetheless, even the seemingly 'uncapped' spells are capped by the game, at level 20 (though there are mods that increase this cap).

So, to put it simple, spells in general max at level 20, unless the spell's description states otherwise.
