2 part question?

QUESTION 1:

I got my house and stuff but when i went tot start phase 3 of the construction it said come back when you need a house fit for a councilman? what does thaty mean.

QUESTION 2:

Im on the mission where you must stop the slander being done by Odres Nerano but the thing is i killed him a LONG time ago and now when it comes time for the mission he is not there. is there an alternative.

For your first question, no mater what house your part of you have to BECOME the highest rank in the house but then I think thats why you asked your second question which I have no answer to so yeah I'm kinda done.
And lo ye must learn of the great war that raged fo a couple of posts and brought the citadel momentaraly to its knees

Talk to the guy who's your contractor, see if he has a little quest for you first.

If Ondres Nerano is already dead, then the slander has stopped, consider that quest a succes. :D
