Does anyone know if Elminster ever makes an appearance in BGII. It seems like he would because all of the other legendary characters do.

Indeed he does. He makes a badly hidden appearance in the finish of the Jaheria quest where he asks her if she feels that she have made the right choice in defending you.

He uses the name Terminsel(reshuffle to get Elminster).
