Finishing Tingalf quest

Fable
I seem to be missing something that will finish off the Tingalf quest. I have been to the cave, south of the dwarven village< and killed the two "bandits" and I have sorted out the bandit and the chests below the market place but the quest has not been completed in my log. I have visited commander ralph and the fat drunk commander in Verdistis but they are not interested in Tingalf. I have spoken with Trevor and that has not cleared the quest. Where do I go next ??

Did you talk to Lt. Robin in Rivertown? He should be outside Ars Magicana.
