I see in the walkthrough that there is a "secret stash" of choice items in Waukeen's Promenade. Do I need the collectors edition to get these things? If not what is the course of action required to get access to these things?
I think that is referring to Barterman's secret stash, which is only accessible after you return to Athakatla from the underdark. 
He offers to let you see it for like 50 gold, or some other pitiful fee.
You cannot find it or steal it however.
