Is Ther Any Way I Can Put Armor On Ian Who Is Helping Me And One Thing More Wean I Am Saying To Ian To Use His Best Weapon Nextime I Fight Start He Only Using The Weapon Until He Shal Reload Then He Is Starting To Punsh The Enemy Why

1. You can't give other armour to your NPCs, only other weapons.
2. That's a bug. He should reload it.

NPCs won't reload firearms if they are out of ammo (check his inventory to make sure he has enough), or sometimes they will just charge into melee for no discernable reason - usually if the opposition isn't that tough.

You can give him several guns, each loaded. I've found that sometimes they will swap guns before going into melee.
