Pages sometimes take like a full minute to load.

I haven't experienced any major slowdown lately - so are you sure it might not be a problem with either your ISP or maybe cabels?

I had problem earlier today. When the page was loading, it only showed top of the page (Forum Rules etc.) in the black back ground, then completely stopped. It happened several times past few days, and each time I had to use Refresh button.

I have had the same thing happen as Minerva said. It's been fine since about 4:00PM board time. I figured the traffic was just heavy . As Minerva said , refresh and it will (usually) load up then.
