enchant at 100 ???

Go to Hlormaron near Lake Nabia and at the exit you will find a high elf who will attack you, use calm humanoid on him and ask him to train your enchant skill, he is a master trainer.

hahahah a much easier way is to go to the imperial shrine in mournhold and buy the spell called masterful green wisdom from the chick in the green robe then make a spell to fortify ur enchant by 100-100 with soul trap and use it on a wall about 20 times
