Ok, so I'm standing here in the freezer room with Lily, and I BS with her a little and then release her from the chair. The doc walks in the room, and she shreds him. Then she proceeds to gripe about the whole thin blood thing, and I tell her to go see E. Then I'm standing there looking at her, she's standing there looking at me, and I can't move!!! Is this a bug? Someone PLEASE help so I can get past this and get going in this game.

Sounds like a bug. You actually should "automatically" be pushed into the hallway after your conversation with Lilly. A conversation with the Bloodbank attendant is forced upon you at this point. For some reason you're having trouble moving to that scene. So you might try reloading and trying again.

Tried reloading and even coming in at different angles to her chair. I'm not sure what is causing it. I downloaded the most recent patch from the activision site and everything. Hmmm.....

You might post on the Activision boards and see if this is a common bug that others share. Otherwise, I'd recommend a complete uninstall/reinstall. You're not far enough along in the game to where it should be that big of a deal. I must admit, in my several run through the games, I never experienced any problems with this scene. So, hopefully, its just a freak thing you won't have to worry about again.
