cart??

Is there anywhere I can get a cart to carry all of my extra stuff? I keep going over my weight limit. Also I was at 504 weight and now I'm at 488. What happened? And how can I get it back up to where it was?

That depends. Are you on Xbox or PC?
If you are on PC, I'm pretty sure I've seen mods like guar-pulled carts, pack guars etc.
You should also consider finding yourself a residence where you can store your gear. Again, there are lots of mods if you are on PC. If not, there are some homes you will come across that should serve. Hint: solve a certain murder in Balmora.... speak to the people in Balmora's House Hlaalu for more info

Regarding your carrying capacity reduction, check your attributes screen. If any are in orange (like strength for example), chances are that somebody or something has drained/absorbed your strength. This can be remedied by going to an Imperial shrine and clicking on "Restore Attributes." Or, you can buy a restore strength potion.

About the loss of encumberence, just go to an Imperial stand and restore atributes
