Spoiler, highlight to read:

Check the Trayus Academy page of the GameBanshee walkthrough, here. Basically, you need to go through either the Trayus Proving Grounds or the Trayus Crescent to reach the point marked #7 on the map. Approaching the door to the north will trigger the encounter with Sion and allow you to proceed.

"We were hoping we could bring the Xbox platform into December but didn't want to make the formal announcement until we knew an earlier ship date would not compromise the quality of The Sith Lords," says Producer Mike Gallo.

It's the act of approaching the door to the north that causes the encounter, * EDIT * otherwise the room is completely empty *. If you simply cross that room, you can simply pass from the proving grounds to the crescent (or vice versa) without ever triggering Sion. If he doesn't trigger then you have a bug (and not one I have ever heard of before).

Ah. Well, what is supposed to happen is that you talk and fight him. After you have fought him, he regenerates and you start again. Obviously this could go on for ever, or at least until you finally lose. But, with the right conversation options you persuade him that Kreia has chosen you over him and to give in to the death that he has cheated for all these years.

Or, to put it another way, you talk him to death. :p
