OK, so I'm an idiot.

Where is Fat Larry? He's supposed to be somewhere in downtown but I can't locate him at all. Really would like some better armor and a better melee weapon.

Larry lounges aganst the back of a big white box van to the left of Ventrue Tower, parked facing Confession.

He's a blaxploitation movie character. Big Afro, basketball vest, cool manner.
