I've looked around for mods that implement this, and so far all I've found is the Subrace mod at chosenofmystra which gives you drow abilities (as well as subraces for elves, dwarves, etc.). I was wondering if there has been any attempt made at allowing the PC to play as a drow and suffer the consequences, such as reactions from people, etc.?

I always wanted to play drow. But drow are overpowered - unbalanced. So I used to pick up an elf, paint it black and play "evil". There is a mod (BG Refinements) that implements a not so overpowered dark elf classes and characters. But I dont really like it, since the game becomes very heavily modded out of the vanilla edition.

can be picked up here

But there's nothing to do with drow there...

I remember the Big Picture had some interesting drow kits, but I don't remember which component it was.

BP is over a gig in size, though... A bit much, I think, for what you're looking for.

Well the Chosen of Mystra mod "subraces " actually allows you to assign races like drow to your character. You might check it out. I'm not sure if it includes all the innate abilities or not.

It does have some innates, however you play the game just like a normal character and there is a VERY annoying bug that has apparently been fixed by a player, but it is yet to appear in the re-release of the mod (the creators have disappeared).

Someone has stepped up and made a FIX for the BG2 Subrace mod! Now you can actually play as drow/half-drow. However this only gives innates, magic resistance and appearance (as well as a reputation decrease), it does not effect in-game encounters. But who knows in the future?

It has not been released yet, see the topic 'fixes' in the relevant forum at Chosen of Mystra. The original creators have not been seen around for quite a while, so development on the mod stopped some time ago. However it should be re-released soon with the fix.

I have it though if you'd like me to mail it.
