This forum is to be used for all discussions pertaining to Bethesda Softworks' The Elder Scrolls III: Morrowind and its Tribunal and Bloodmoon expansion packs.
When I go to Curio the only thing I can ask him about is Hlaalu Councilors (he says I should consult the Yellow Book). When I go to Balmora and speak with the guy who should give me the book, he say I should consult the book (as if he has given it to me). I havent played Mrwnd for a few months so I'm not sure if I had the book and lost/sold etc. or just never got it...?
My questions are:
1) is the Yellow Book required for this quest?
2) if yes is it possible to gain in some other way than by speaking to the Nileno in Balmora?
I'm pretty sure I have seen one of those books around the Dren Plantation, in the manor house. You can always try stealing it. The book itself is not necessary for those quests, it just tells you the location of the various councillors.

Hmmm... Why then I cannot begin the quest? In my journal it says I should go and speak with Curio, but I cannot ask him about being a hortator

Just checed journal - I have just 2 entries under this quest:
1. I got a Yellow Book from Nielno (that I somehow lost)
2. I should speak to Curio and he'd consider my request whatever they might be.
The first Hlaalu you talk to about Hlaalu Councillors gives you the book. It's very easy to lose. The Hlaalu manor in Balmora always has one on the second floor though.
OK I got the damn book (thx for advice) but the quest still isn't working for me - there is no dialogue option about hortators when I speak to Curio (same when I speak with other councilors).
