does anyone know why the 5 escaped prisoners the ones where you have to cut off there ears are not in the locations the walkthrough says they should be?

Did you talk to the guy at the barracks where Aribeth and Aarin Gend are waiting for your progress reports? I don't think the 5-Ear-Quest is activated before you talk to him.
Edit: Okay, so that was vague. The man you have to talk to is Kendrack, and the barrack is in Port Llast.
