The guy who throws the scimitar 'Habib' is a failured thief who, when failing to pick pockets or something similar turns to sissy, throws his scimitar and screams 'my name is habib' while running away.
He is there because when developing Baldur's Gate II there was a competition where people could send their selfmade characters. (like Minsc is originally P&P char who used hamster's to offset traps in dungeons) The best character would get to be in BG II. Habib was one of the runnerups for that spot, though he didn't quite make it. Apparently the designer's liked him & put him in the game anyway.
