TotL-pulling levers- PLEASE HELP!!!!!!!!

TotL-pulling levers- PLEASE HELP!!!!!!!!

in the four towers there are levers that are suppose to open up stairs to the lower levels of the towers. when i pull the lever nothing happens. is this a bug in the game or am i doing something wrong? any help would be appreciated
