I can't get the reporter to go back to Pisha. My only choices are to tell him the crew is dead or to run away. Is this a glitch or did i do something wrong?

You may just not have enough persuasion to convince him to go back to Pisha. You can always just take care of him yourself. She's already had a few meals that evening, she doesn't seem to mind.

Confuzzled is right, you need a minimum persuasion (I think 3) to convince Milligan to go over to Pisha. So you'll have to kill him yourself (this will cost you a Humanity point though).

There is another possibility (spoiler, highlight to read):

You can kill him as soon as you meet him in the hospital. Since it is a combat zone you won't loose any Humanity over it.

Yes, you can. I've done it. Just wait for the dialogue to end and a punch or two does the job.
