How do you deal with this, try a few things, no joy and I just cant leg it as there is just as bad creature a few paces on.

try sneak attacks with a magical bow....thats how i do it but my sneak skill is 100 so im unsure how well u will do....gotta use magic weps too....they are pains to deal with tho

they are best dealt with magic weapon. I used the magic sword I got from one of the early fighter guild quest - the family hairloom sword + Cuirass - you can keep the sword and cuirass if you pay 1000 gold.

Slash at them with power strike, back off one step, block, slash, back off, block. Just make sure you have a cleared area to retreat before you engage them, one at a time - use arrow, preferably non magical ones, to draw one out, run like h*ll and never look back if you accidentally drawn more than 1. You may need to circle around if you run out of space to back off.

I understand they may sometime "teleport" behind you, so you need to watch out for your back if they suddenly disappear.

oh ya...the bastards teleport all the freakin time!!! its annoyin as hell...and when they get close to u they use some "deathray" spell on ya that just drains your health like its cool...dont know what it is but it pisses me off....which is why i always hit em with a magical bow in sneak attacks so they get owned by me instead of vice versa....lol!

A silver sword will do it, if you are at a lower level, it inflicts damage to it, though it is very very hard to kill.

Enchanting a weapon with one of the sigil stones, the one that grants fire damage is a sure way to do it, in a couple of slashes.

Also there is a trick, which does work - run to the nearest town gate - whack away with your silver sword, but when you hit low health, enter the town, it cannot follow through that door. Regenerate health - the will will too, but not completely so after repeating this a few times, eventually you'll do away with it. A friend used this tactics when he was a low level and couldn't kill it.

the sigil stones you get from daedric shrines right?...havent ventured into them yet

If you mean the Oblivion Gates, you get them from closing the gates then yes. I keep getting better and better ones. When you use those to enchant, and use it on the Wills it works.

They are weakest to lightning. Use a goblin staff.

They seem to regenerate health so make sure you do not let up on them once you start hacking or blasting. Get a bunch of heal potions and go to town.
When the warrior is not in battle he doesn't rest. He sharpens his sword.

given they have no physical attacks only a kind of vampiric drain of your health (which is why the regenerate so much) then a pretty decent tactic is to take potions/cast spell/scrolls on yourself that give you a high resistance to magic. spell reflection should in theory be good too but i've never actually tried that against them.

They're quite easy actually, if you have the right man for the job.
The birthsign atronach is quite useful in here plus these reflection amulets as well. If you add a staff of lightning to that, you have a perfect wisp killer :D
