Can I kill him if I've completed Tribunal and have XBOX GOTY? Is he needed for Bloodmoon?

You can kill him anytime I think, but you'd better wait until after you completed Tribunal's MQ. He isn't needed for Bloodmoon so no problems there. He's rather hard to kill though, especially if half the city guard jumps on you, but the rewards are great ;)

Yes u can kill him after beating tribunal.
