I brought Oblivion & installed alot of mods
(some I think some definatley conflicted, but they had no descriptions & I forgot which were which so i loaded em all)
anyway after i got most of the way through the mages Guild & what not I noticed that some of my spells weren't showing, But I couldn't make 2 with the same name so they were still there.
& since you can't delete spells & I had alot I think possible I ran out of room?
Also During the mages Guild Quests I noticed that when I was asked to kill some Vampires, that a little bit of the cave was missing, anyone else get this?
Yea is anyone else getting any of these problems?

I would suggest you get rid of the Mods.
After you know the game is running as properly as Bethesda games ever run, reintroduce the Mods one at a time, making sure the game is running properly before installing the next Mod. This way, you will find out which Mods are causing your problems.
Oh... about buying spells: Next time you create a new character, make sure you don't don't duplicate spells that do much the same thing but have a different name. Buy VERY FEW initially, and keep using them as long as they are effective against current enemies/for current use. When they start to be not good enough, go buy some higher-level spells.
For example: you start with Flare, can later get a Weak Fireball (if you are a MageGuild member), then a Fireball (Journeyman), etc. But use the Flare for as long as you can, then get Heat Blast at Expert level, without bothering with Fireball.
To make up for the missing Journeyman fire spell, go for Withering Touch which deals direct Health damage and is often effective where other Destruction spells are resisted.
