I cannot fast travel.. or sleep.

I have somewhat of a rather anoying problem. Whenever I try to repair, fast travel or sleep. The game says I cannot, because there are enemies nearby. Even in the middel of Anvil. I've tried reloading the game, but to no avail. I've had this problem ever since I left some fort north-west of Kavatch, don't remember the name. If anyone could help, it would be greatly apriciated. Im on the PC versoin btw.

edit: Well, I was finally ablo to sort it out, not shure if this was a bug, or if some creature had been stalking me for half an hour, but nevertheless, it's fixed.

It was probably those Mythic Dawn characters. Best bet is to go into an Inn or other building that allows entrance, such as a Guildhall.
